Is Payila worth sparking?

Yes

Uriel

Is Uriel worth sparking?

Yes.

Should I Spark?

Yes.

Beyond the strong new characters and broken summon, Michael is on rate up so it’s a great chance to get her or Crimson Scale copies.

Uriel and Payila don’t need to be sparked immediately due to how far out their GWs will be, but there is plenty of reason to especially when it comes to bar farming. If you can only get one, I’d get Payila. Either way, you still want to go all in for Triple Zero since this will be the best chance to get it ever.
